“MISMATCH” ROOF IS A SHORT-TERM SAFETY MEASURE TO PROTECT OFFICE EQUIPMENT – NORTH WEST DEPARTMENT OF HEALTH

The North West Department of Health has noted recent social media commentary and media speculation regarding the temporary covering placed on a section of the Provincial Head Office Park roof. Some have labelled the visible difference in roofing material a “mismatch” and incorrectly attributed it to poor workmanship. The Department wishes to clarify that this temporary cover is an emergency measure implemented solely to prevent further damage to office equipment, documents and infrastructure following heavy rains. The Department recently experienced a collapse of part of the roof structure, specifically the South West gable, caused by structural failure in timber trusses weakened by persistent leaks and moisture damage. To mitigate immediate risks, a protective temporary covering was installed on the affected area while full repair work is being finalised.

On 11 October 2025, the Professional Service Provider (PSP) was contacted by the Infrastructure Development and Technical Support Services (IDTS) Unit and informed of the collapse. The Department of Employment and Labour was also notified in line with Section 24 of the Occupational Health and Safety Act and conducted an inspection the following day. A prohibition notice was issued restricting occupation of the second-floor right wing due to defective ceilings.

Further inspections revealed widespread structural concerns across the 7,282 m² roof, including cracked trusses, damaged HVAC systems, electrical wiring, fire detection systems, partitioning and ceilings. As a result, comprehensive remedial works have been proposed, including replacing the entire timber roof with lightweight steel trusses and IBR sheeting; installing new ceilings, insulation, mechanical and electrical systems; ICT and access-control improvements; and fire-compliance upgrades such as sprinklers, alarms and a bulk water tank. Spatial planning improvements for the second floor are also included.

The OHS Steering Committee has submitted recommendations to Executive Management, including the need for a detailed structural engineer ’s report, full structural layout, and a reoccupation and remedial works plan. The IDTS Unit will continue to monitor progress, with the reassessment report expected from the PSP by the last week of November 2025. The structural engineer has advised that the Ground and First Floors may continue to be occupied, provided the second floor remains barricaded.

The Department assures staff and the public that safety remains the highest priority, and all necessary steps are being taken to expedite full restoration of the building while preventing further damage during this interim period.
